The Construction Regulations and PPE

The Construction Regulations, 2014 under the Occupational Health and Safety Act require the contractor to assess the risks and provide suitable PPE. The General Safety Regulations also say the employer must supply PPE free of charge. Subcontractors need their own issue, so the main contractor often checks it at site induction.

Ask suppliers to confirm that each item meets the relevant SANS or EN standard. Keep the certificates in your health and safety file, since an inspector or client auditor may ask for them.

Standard kit for a building site

Most sites set a minimum issue for everyone who enters, then add task-specific items.

  • Hard hat to SANS 1397, with a chin strap for work at height.
  • Safety boots with toe caps and puncture-resistant midsoles, to SANS 20345.
  • Hi-vis vest or jacket to SANS 1137 or EN ISO 20471, in lime-yellow or orange.
  • Safety glasses for cutting, drilling and grinding.
  • Gloves for handling, plus cut-resistant or chemical gloves when needed.
  • Ear plugs or earmuffs near breakers and saws, and dust masks for cement and brick dust.

Task-specific protection

Work at height needs a full-body harness to SANS 50361 with the right lanyard and anchor, plus a rescue plan. Scaffolders, steel fixers, roofers and concrete crews all face different hazards. Concrete burns skin, so rubber gloves and gumboots suit wet work. Rain suits keep people working safely through the Highveld storm season and the Cape winter.

Cutting stone, tiles or blocks creates silica dust, so FFP2 or FFP3 masks may be needed. Tell the supplier the trade, not only the headcount, so the quote matches the actual work.

What affects the quote

We do not quote prices here. Cost depends on how many people you equip, how many sizes you need, the standard of each item, branding and delivery. Say whether you need a once-off issue for a project or ongoing supply for a company with rotating crews. Include the site address and the date crews start, because induction dates are often fixed. If the client requires a specific colour of helmet or vest for each trade, state it. Some suppliers can also hold stock and replace items quickly as sites change.

Visitors, inspectors and short-term contractors also need PPE when they enter a site. Ask whether the supplier can provide a small visitor pool of helmets, glasses and vests, and whether it can be topped up on request. A site with high labour turnover should also ask about spare sizes and a quick reorder route for new starters, so no one waits at the gate without kit.

Comparing construction PPE quotes

PPE prices move with fabric, leather and rubber costs, the exchange rate and stock levels. When quotes arrive, check:

  • Exact item and standard: the product, the standard or rating it is certified to, and an NRCS letter of authority where one is required.
  • Sizes and quantities: price per unit or per pack, size runs available and any minimum order.
  • Stock or lead time: ex stock, or imported or made to order, and how long that takes.
  • Delivery and VAT: delivery to site, branding costs, whether VAT is included and how long the price holds.

What to include in your request

  • State the number of workers and their trades.
  • List each item with sizes and quantities.
  • Mention work at height, cutting or concrete work.
  • Give the site address and start date.
  • Say whether helmet colours or branding are required.

Frequently asked questions

Are you a construction PPE supplier?
No. PPESuppliers.co.za is a free quote-request service. We pass your request to independent suppliers, workwear stores and wholesalers across South Africa. They quote you directly and supply the PPE. There is no fee and no obligation to accept any quote.
What PPE is compulsory on a building site?
It depends on your risk assessment, but most sites require at least a hard hat, safety boots and hi-vis clothing. Glasses, gloves, hearing and dust protection follow the task. The contractor must provide the PPE free of charge.
Can subcontractors buy their own PPE?
Subcontractors are employers too, so they must provide PPE for their own staff. Many buy through a supplier in bulk. The principal contractor usually checks at induction that the kit is the right type and in good condition.
Can PPE come in different hard hat colours?
Yes. Many sites use hat colours to show trades or roles, for example supervisors, visitors or new starters. Colour meaning is set by the site rules, not by law. List the colours and quantities in your request.
